The context should be broadened to include the other services or environments… for example the homeland defence point just in air defence whether air or land based has a potentially hugely distorting effect if taken seriously. It also involves a more clear NATO assessment of what it wants nations to prioritise and where… a debate in which we must fully participate - but also listen. I look forward to other comments!
