An interesting summation of needs. Sadly, there is little political attention on the RN and its future whilst ships and the boats languish in dockyards awaiting repair or updates. We only hear the words but no hard action is evident from the PM and his acolytes. No mention has been made of RN manpower, experience and its retention - the RFA is equally in dire straits. Academic treatises are good to read but without any hard evidence of long-term investment we will see yet more decline in our once highly regarded RN.
